Large projects are often described in terms of total capital investment, but that figure does not automatically reveal how much public value the community receives in exchange for abatements or discounted infrastructure support.
Residents should ask whether the public packet includes the actual agreement text, staff analysis, and any estimated revenue impact over time.
Clawbacks only matter if they are measurable
A vague performance standard is difficult to enforce after a project is approved. Stronger agreements specify what must happen, by when, and what the remedy will be if it does not.
