Assumptions drive the outcome
The most important details are often the baseline assumptions for traffic, power demand, water use, noise, or backup generation, because the rest of the analysis flows from them.
If residents do not know those assumptions, it is hard to tell whether the review is conservative, incomplete, or simply unclear.
Look for what is deferred
Sometimes a document says a future permit stage will handle emissions, acoustics, or utility coordination. That does not necessarily mean the concern is solved.
Deferred review is often the right place for a meeting question or follow-up records request.
